What are Publishing Rights?
When managing a user, you can specify whether to turn off Publishing Rights.
This allows the user you've created to create pages or make changes to existing pages but they will not be able to publish the changes, thus make them live. This has to be approved by the administrator / publisher.
The Basics
If a user without publishing rights submits a change within the Control Panel it will not go live straight away. Instead a notification is sent to the nominated User, who is responsible for proofing these. They can then compare the changes (before and after), make amendments, approve or disapprove.
